The London Borough of Haringey has appointed 39 contractors to a new £3bn framework for public sector education projects across the capital and surrounding counties.

The Major Works Education Framework (MW24-E) will run for five years and replaces the previous MW19 framework, which expired in December 2024.

It will provide a route to market for planned maintenance, fire safety upgrades, retrofit work and new-build education schemes.

The framework is divided into eight lots by value and project type, including two focused on modern methods of construction (MMC) and single-stage tendering.

The framework was procured by Haringey Council on behalf of the London Construction Programme (LCP), which was established in 2012 to support collaborative procurement across local authorities.

The programme now includes more than 60 public sector organisations in London and the Home Counties.

LCP said the new framework was designed to support the public sector’s net-zero commitments. It will prioritise contractors who can demonstrate expertise in biodiversity enhancement, climate resilience, and low-carbon supply chains and transport.

Firms were awarded reserved places according to size to encourage SME involvement, and a reserve list has been established for bidders who met the quality threshold but were not awarded a full place.

The contract award notice states that the total value of work across all lots could reach £3bn, excluding VAT.

Framework lots cover new-build schemes above and below £5m, retrofit and refurbishment, and fire safety and component replacement works.

The framework will be accessible to all public bodies in London, Essex, Hertfordshire, Cambridgeshire and the South East.

The framework was procured through an open procedure. A total of 65 tenders were received before 4 July 2025.
